There the line is 'No, we can't describe what we might do, or subject it to any kind of legal oversight, or validation, because that would mean the Bad Guys could discover what it is and know how to evade it.' They really did use the term "Bad Guys". The appeal to the magical efficacy of the occult is also used internally, on ministers, I suspect.
