		<description>Electronic surveillance of Tibetan, Uighur and Falun Gong targets (at least) has been ongoing since 2002/2003. This is not about server locations. This is about motivations. None other than PRC has the motivation to conduct a covert operation against these soft, unprofitable targets over a period of six years.</description>
